Boostn, for there to be an exception to the law, in this case penalty assessment, it must be stated in the law. They're actually talking about this in my class right now. In the statute that I violated, it clearly stated, fine not to exceed $250. The fine is everything that I am forced to pay as a result of the infraction, is it not? There were no exceptions in the statute.

Therefore paying over $600 as a result of the penalty assessment, was in clear violation of the statute and not within an exception. As none was stated. Illegal.

Civil assessments are separate fines with separate reasoning, penalty bullshit assessments are not.
